Douglas City Council has undergone a significant digital shift in recent years, with recruitment standing out as one of its most successful transformations. What was a heavily paper-based and time-consuming process is now a modern, efficient and user-friendly journey thanks to our applicant tracking system. The change has delivered clear benefits for candidates, hiring managers and the HR team and has become a point of pride across the Council.
This project was led by Dave Yates, Head of Digital and Information, and Tracey Quilliam, HR Officer, who with all of the HR Team, recognised how much the recruitment process needed to evolve.

Before going digital with our Jobtrain ATS, recruitment relied entirely on paper forms, physical sign-offs and manual communication between departments and buildings. The sign off process could, at times, be quite lengthy. Applications were printed, posted or scanned and required HR to track every stage of the process.

The shift to digital also aligned with the Council’s goals around reducing waste, with a reduction in paper waste.
The Council wanted a recruitment system that would feel intuitive for candidates and empower hiring managers across departments and buildings with straightforward adoption. Prioritising accessibility, ease of use and minimal training ensured quick success – freeing managers from past reliance on HR to progress each stage of the recruitment process.
There was already strong confidence in our ATS locally, as many organisations on the Isle of Man were also using Jobtrain. That familiarity reassured the Council that the system would meet expectations delivering a modern, professional recruitment experience for applicants.
Just as important was the need for a system that could align with their established processes, avoiding any disruptive changes.

Ultimately, the decision was shaped by a combination of accessibility, configurability and familiarity within the local market and the confidence that our ATS could bring to their entire recruitment journey online quickly and effectively.
The Council was working to strict deadlines due to a corporate website upgrade. Despite this, the implementation progressed swiftly and effortlessly. Dave described it as, “one of the most straightforward implementations that we’ve done.”
Our ATS fitted naturally with the council’s existing process, reducing the learning curve. As Dave said, “It’s so easy to implement.”
Within a short space of time, the council met all its initial objectives faster than is typical for most organisations.

One of the most striking improvements has been the reduction in approval times. The process between securing sign off and advertising can now be completed in the same day – a huge reduction in time.
The increase in visibility across the workflow has had a positive impact on HR’s day-to-day demands as the old process has been replaced by a seamless and clear digital tracking system from start to finish.
Hiring managers now effortlessly commence the hiring process, review applicants and shortlist candidates. What once required back-and-forth with HR is now handled directly within the system.
“It has been great to see how quickly managers have got to grips with the new way of doing things’.
The Council also reports a significant reduction in delays around onboarding, thanks to full adoption of features such as reference collection and compliance workflows.
”We are notified when the successful candidate has completed the necessary paperwork. It’s super streamlined for the Council and candidates who can track their on boarding progress too.“
Switching to a fully online system has created a smoother and more accessible experience for applicants, who now receive automatic updates and who can complete everything digitally with ease.
The Council has also seen a notable rise in application numbers with vacancies drawing from a broader, more diverse talent pool than ever before.
The transformation is more than process improvement; it’s a vibrant cultural shift in how the Council champions recruitment. As Dave said, “It’s modern and everybody’s very proud of it.”
The digital transition has been smooth, efficient and enthusiastically embraced by HR, hiring managers and the leadership team. The transition has strengthened compliance, reduced risk and removed what was a heavy administrative task.

Douglas City Council is a local government authority based in Douglas on the Isle of Man, employing around 240 people and delivering a wide range of public services to the local community. They partnered with Jobtrain in 2024 to modernise and centralise their recruitment, moving away from manual, paper-based processes.
